Dr. Dacian C. DRAGOS
is Jean Monnet Professor of Administrative and European Law at the Public Management and Administration Department, Babes Bolyai University, Cluj Napoca, Romania; President of the National Research Ethics Council. Vice-President of the Scientific Council of the University and Executive President of the University Foundation; former Vice Dean and then Acting Dean of the Faculty of Political, Administrative and Communication Sciences (2008-2012); Marie Curie Fellow at Michigan State University (2005-2006); Visiting Scholar at Rockefeller College of Public Administration and Policy, SUNNY at Albany, U.S.A. (2002); Romanian Writers Association National Prize for legal research (2003); Scientific Coordinator of the Commission for drafting the Administrative Procedure Code of Romania (2006-2008) and Expert in the Commission for drafting the Administrative Code (2010-2011). Member of the Presidential Commission for Analyzing the Constitutional System of Romania (2008-2009). Chair of the “Law and Administration” Panel of the European Group of Public Administration (since 2010). His research publications include 3 edited international books, 20 Chapters in international books, 5 books in Romanian as a single author, and 4 in collaboration, over 60 papers in scientific journals.

Dr. Bogdana Neamtu is an Associate Professor, Head of the Public Management and Administration Department at Babes Bolyai University, Cluj Napoca, Romania. Her academic background includes a BA in public administration (2002) and an M.A. in European law (2003) from Babes Bolyai, as well as an M.A. in urban planning from Michigan State University, USA (2006). She obtained her Ph.D. in sociology in 2008, with a topic on urban growth management in Romania. Her publications include 4 chapters in international books, one book as a single author, and 2 co-edited, over 40 articles in journals.

Researchers:

Dr. Raluca Suciu is Lecturer with the Public Management and Administration Department at Babeș-Bolyai University, Cluj-Napoca, Romania, since 2009. she is a graduate and post-graduate in Public Administration (MPA) at Babeș-Bolyai University and holds a Ph.D. in the field of management (Economic Sciences and Business Administration Doctoral School, BBU). Teaching activities are related to the European Union: mechanisms and institutions, and Environmental protection disciplines. Research interests are environmental policy and governance, sustainable development, European integration (with regard to the relevance of the process from a Romanian perspective), current practices in the field of public procurement. Research publications include 3 books (coauthor), 7 chapters in international books (coauthor), 3 papers in scientific journals (author), 3 papers in scientific journals (coauthor). Other affiliations include membership of the editorial board for the Transylvanian Review of Administrative Sciences.

Dr. Roxana Vornicu is an Associate Researcher with the Center for Good Governance Studies at Babes Bolyai University. Roxana Vornicu is a lawyer qualified in Romania specialized in public procurement, construction and EU law as well as dispute resolution. She is currently also a Fellow with the University of Turin working on cross border procurement. She is often invited to give lectures on public procurement law across the EU and teaches concessions and PPPs at a Postgraduate Program in public procurement law at the Babes-Bolyai University in Cluj. She holds a European Ph.D. Title (Doctor Europaeus) granted further to a full-time Ph.D. program by the University of Verona in Italy, and during her Ph.D. studies, she has been a Visiting Research Fellow at the British Institute of International and Comparative Law (BIICL) in London as well as a Visiting Ph.D. Candidate at the Paul Cezanne Aix-Marseille 3 University in Aix-en-Provence, France. In 2018 she has become a member of the Transnational Alliance Group of London´s King´s College Centre for Construction Law and Dispute Resolution. She is the author of several publications in the field of public procurement law. She is fluent in Romanian (mother tongue), professionally proficient in English, Italian, and French, fluent in Spanish.

Dr. Cristina Haruta holds an MA in Public Services Management and a BA in public administration from Babeş-Bolyai University, as well as a Ph.D. in sociology. In 2009 she joined the Public Management and Administration Department as a research assistant and then lecturer. Since then she has been involved in several national and international research projects. Her publications include articles in journals and co-authored chapters in collective books.

Dr. Bianca Radu is Lecturer within the Public Management and Administration Department, teaching compared Public Administration and Public Policy. She holds an MA in community development (2004) from Babes Bolyai University and one in urban planning from Michigan State University (2007). Her research interests cover decision making in public administration, transparency in the public sector, urban regeneration of former industrial cities.

Dr. Ana Elena Ranta is a Lecturer at the Public Management and Administration Department, Faculty of Political, Administrative and Communication Sciences, Babes-Bolyai University, Romania. MA in Law and Public Administration at Babes-Bolyai University, and Ph.D. in Communication Sciences. Her research publications include several papers in scientific journals.

Mr. Ioan Baciu is an Associate Partner at RUBIN MEYER DORU& TRANDAFIR Bucharest, affiliated with HERZFELD & RUBIN, P.C., New York, a former member of the European Commission Stakeholder Expert Group on Public Procurement and Country correspondent of European Public Procurement and PPP Law Review. He writes a Ph.D. thesis on Social Public Procurement.

Ms. Laura Farca is a Ph.D. candidate at the Faculty of Law of the Babes-Bolyai University with the topic ’’Transparency principle in public procurement’’. She graduated Faculty of Law from Bucharest University in 2004 and she is a Lawyer with the Bucharest Bar. She graduated Faculty of Law at the Bucharest University in 2005 and an LL.M in 2005 at the same faculty in Business Law and an LL.M in Public Procurement, Concessions, PPPs in 2014. In 2017 she graduated post-graduate studies in Public Procurement, Concessions, PPPs from Faculty of Political, Administrative and Communication Sciences from Babes-Bolyai University. Research areas: public procurement from a comparative perspective (including conflict of interest, on-line instruments used in public procurement, research and development (R&D), transparency, public policies, good governance, EU funds and irregularities.

Dr. Demis-Marius Sparios holds a Ph.D. in Law from Babeş-Bolyai University and Turin University (2019) and a B.A. in Law (1998) from Babes Bolyai University. Since July 2013, he works as a judge at Court of Appeals of Braşov – Administrative and fiscal law unit. Previously he has worked as a prosecutor (2006-2008) and as a judge in other courts (Petroşani and Haţeg First Instance Courts – 2008/2012; Tribunal of Hunedoara – 2012/2013). His contribution to the research team complies with his professional statute, regulated by Law no.303/2004, and, therefore, includes only the compatible research activities.

Oana Vodă is PhD student at the Law School and associate researcher at our center, writing a thesis on Innovative Public Procurement. A Fulbright scholar and a passionate regulatory and compliance lawyer, with more than 12 years of professional experience, Oana is a highly skilled PPP, public procurement, and concession. Her previous experience includes various coordinating positions in top Romanian and international law firms, where she advised both public and private clients active in various industries (road, airport and maritime infrastructure, waste management, security and defense, IT&C) in connection with their participation to public procurement and concession procedures under Romanian, Dutch and European legislation, the preparation and implementation of PPP projects and with the negotiation of concession contracts. Oana often acts as speaker at various conferences and seminars targeting public procurement and regulatory matters and has published articles in European peer-reviewed publications. She is also a certified best value procurement specialist and an independent expert of the European Commission and of the World Bank.
